Caribbean Thoroughbred Aftercare Completes Historic Pilot Program Inside Puerto Rico Department of Corrections
After More Than a Decade of Persistence, “Paso a Paso — Equine Assisted Learning” Graduates Its First 47 Participants at Institution Bayamón 1072
RÍO GRANDE, PUERTO RICO — Caribbean Thoroughbred Aftercare (CTA), the only Thoroughbred Aftercare Alliance (TAA)-accredited equine rescue, rehabilitation, and retraining organization in the Caribbean, announced the successful completion of its groundbreaking pilot program, “Paso a Paso — Equine Assisted Learning,” held inside the Department of Corrections and Rehabilitation of Puerto Rico at Institution Bayamón 1072. The program, the first of its kind in Puerto Rico and the Caribbean, served 47 participants over five sessions between May and July 2026 — concluding with a graduation ceremony on July 20, 2026.
A Vision More Than a Decade in the Making
The seeds of Paso a Paso were planted more than ten years ago, when CTA Executive Director Kelley A. Stobie first entered into conversations with Diana Pikulski of the Thoroughbred Retirement Foundation (TRF), the pioneering organization behind the nationally recognized Second Chances Program in the United States. From their earliest discussions, Stobie recognized that a program of this nature — pairing retired racehorses with incarcerated individuals in a structured vocational and therapeutic setting — could be as transformative for the horses in CTA's care as it would be for the participants inside Puerto Rico's correctional facilities.
Over the following years, Stobie and fellow CTA board members held numerous meetings with officials throughout the Department of Corrections and Rehabilitation of Puerto Rico, persistently seeking an entry point to launch the program. While doors remained closed, the vision never wavered.
In 2026, Stobie continued her dialogue with TRF, deepening her conversations with program director Chelsea O'Reilly as she searched for practical strategies to bring the concept to life on the island.
The Meeting That Changed Everything
The pivotal moment came in 2025, when Saymara Correa attended the CTA Equine Academy at the organization's 15-acre farm in Río Grande, Puerto Rico. What began as a professional connection quickly grew into a meaningful friendship and working alliance. In the course of their conversations, Correa — a chaplain at Institution Bayamón 1072 within the Department of Corrections — learned of Stobie's long-held dream to bring horses into a correctional setting. Recognizing the potential, Correa became an advocate and a bridge.
After nearly a year of planning and ongoing conversations, and with the critical support of Brenda Couvertier, the CTA team secured a formal meeting inside Institution Bayamón 1072. That first meeting brought together the Director of the Oficina de Fe, Sr. Raúl Cepeda, and Superintendent Benjamin Velázquez — both of whom embraced the vision and gave the program their official approval. The green light that Stobie had been seeking for over a decade was finally given.
CTA also wishes to recognize the essential contributions of Dra. Julimar Sáez, Capitán Miranda, and Official Torres, whose support and coordination within the institution were instrumental in making Paso a Paso a reality. It is through the collective commitment of these dedicated professionals that a vision became history.

About the Paso a Paso Program
Working in close collaboration with Saymara Correa and Brenda Couvertier, Stobie developed a five-session curriculum tailored to the correctional environment. The pilot program launched on May 27, 2026, with two groups of 30 participants, each — one in the morning and one in the afternoon — receiving instruction across the following sessions:
“Paso a Paso” is a unique and pioneering program in which participants build essential life skills — patience, responsibility, communication, and emotional self-regulation — while engaging in hands-on vocational workshops centered on the care and handling of Thoroughbred horses. Beyond the practical skills they acquire, participants gain confidence, a sense of purpose, and a capacity for empathy that extends far beyond the stable.
Each session incorporated live horse demonstrations led by CTA staff and industry professionals, giving participants direct, hands-on experience with the animals. The program was deliberately designed to be both educational and therapeutic — grounded in the well-documented principles of Equine Assisted Learning (EAL), which has shown measurable benefits in correctional settings internationally, including reductions in disciplinary incidents and improved emotional regulation among participants.

Looking Ahead: A Vision for Lasting Change
The successful completion of the Paso a Paso pilot program marks the beginning, not the end. CTA's long-term vision is to establish a permanent program within the correctional facility — one in which participants care for horses on a daily basis, receive ongoing vocational training across a range of equine industry disciplines, and earn certifications that translate into meaningful employment opportunities upon release. The model mirrors that of the TRF Second Chances Program, which has operated successfully across eight states on the U.S. mainland.
CTA is currently in active conversations with the Department of Corrections and Rehabilitation of Puerto Rico regarding the continuation and expansion of Paso a Paso. The organization is also actively seeking partnerships, grants, and donor support to fund the program's next phase.
“Paso a Paso” operates entirely on private donations and receives no government funding. CTA invites individuals, corporations, and foundations who believe in the power of second chances to support this life-changing work.

Tras Más de una Década de Perseverancia, “Paso a Paso — Equine Assisted Learning” Gradúa a sus Primeros 47 Participantes en la Institución Bayamón 1072
RÍO GRANDE, PUERTO RICO — Caribbean Thoroughbred Aftercare (CTA), la única organización acreditada por la Thoroughbred Aftercare Alliance (TAA) en el Caribe dedicada al rescate, rehabilitación y reentrenamiento de caballos Pura Sangre retirados, anunció la exitosa culminación de su innovador programa piloto, “Paso a Paso — Equine Assisted Learning,” llevado a cabo dentro del Departamento de Corrección y Rehabilitación de Puerto Rico en la Institución Bayamón 1072. El programa, el primero de su tipo en Puerto Rico y el Caribe, atendió a 47 participantes en cinco sesiones entre mayo y julio de 2026, concluyendo con una ceremonia de graduación el 20 de julio de 2026.
Una Visión con Más de una Década de Historia
Las semillas del programa Paso a Paso se sembraron hace más de diez años, cuando la directora ejecutiva de CTA, Kelley A. Stobie, inició conversaciones con Diana Pikulski de la Thoroughbred Retirement Foundation (TRF), la organización pionera detrás del reconocido programa Second Chances en los Estados Unidos. Desde sus primeras conversaciones, Stobie reconoció que un programa de esta naturaleza — que une a caballos de carreras retirados con personas confinadas en un entorno vocacional y terapéutico estructurado — podría ser tan transformador para los caballos bajo el cuidado de CTA como para los participantes dentro de los centros correccionales de Puerto Rico.
Durante los años siguientes, Stobie y otros miembros de la junta directiva de CTA sostuvieron numerosas reuniones con funcionarios del Departamento de Corrección y Rehabilitación de Puerto Rico, buscando persistentemente una oportunidad para lanzar el programa. Aunque las puertas permanecieron cerradas, la visión nunca se desvaneció.
En 2025, Stobie continuó su diálogo con la TRF, profundizando su conversaciones con la directora del programa Chelsea O'Reilly mientras buscaba estrategias prácticas para hacer realidad el concepto en la isla.
La Reunión que lo Cambió Todo
El momento decisivo llegó en 2025, cuando Saymara Correa asistió a la CTA Equine Academia en la finca de 15 acres de la organización en Río Grande, Puerto Rico. Lo que comenzó como una conexión profesional se convirtió rápidamente en una amistad significativa y una alianza de trabajo. En el transcurso de sus conversaciones, Correa — capellana de la Institución Bayamón 1072 dentro del Departamento de Corrección — conoció el sueño que Stobie había albergado durante tanto tiempo: llevar caballos a un entorno correccional. Al reconocer el potencial, Correa se convirtió en defensora y puente.
Tras casi un año de planificación y conversaciones, y con el apoyo fundamental de Brenda Couvertier, el equipo de CTA logró una reunión formal dentro de la Institución Bayamón 1072. Esa primera reunión reunió al director de la Oficina de Fe, Sr. Raúl Cepeda, y al Superintendente Benjamín Velázquez — ambos acogieron la visión con entusiasmo y dieron su aprobación oficial al programa. La luz verde que Stobie había buscado durante más de una década fue finalmente concedida.
CTA también desea reconocer las contribuciones esenciales de la Dra. Julimar Sáez, el Capitán Miranda y el Oficial Torres, cuyo apoyo y coordinación dentro de la institución fueron fundamentales para hacer posible Paso a Paso. Es a través del compromiso colectivo de estos dedicados profesionales que una visión se convirtió en historia.

Sobre el Programa Paso a Paso
Trabajando en estrecha colaboración con Saymara Correa y Brenda Couvertier, Stobie desarrolló un currículo de cinco sesiones adaptado al entorno correccional. El programa piloto se lanzó el 27 de mayo de 2026, con dos grupos de 30 participantes cada uno — uno por la mañana y otro por la tarde — que recibieron instrucción en las siguientes sesiones:
“Paso a Paso” es un programa único y pionero en el que los participantes desarrollan destrezas esenciales de vida — paciencia, responsabilidad, comunicación y autocontrol emocional — mientras participan en talleres vocacionales prácticos centrados en el cuidado y manejo de caballos Pura Sangre. Más allá de las destrezas prácticas que adquieren, los participantes ganan confianza, un sentido de propósito y una capacidad de empatía que se extiende mucho más allá del establo.
Cada sesión incorporó demostraciones en vivo con caballos dirigidas por el personal de CTA y profesionales de la industria, brindando a los participantes experiencia directa y práctica con los animales. El programa fue diseñado deliberadamente para ser tanto educativo como terapéutico — fundamentado en los bien documentados principios del Aprendizaje Asistido con Équidos (EAL), que ha demostrado beneficios medibles en entornos correccionales a nivel internacional, incluyendo reducciones en incidentes disciplinarios y mejora en la regulación emocional de los participantes.

Mirando al Futuro: Una Visión de Cambio Duradero
La exitosa culminación del programa piloto Paso a Paso marca el comienzo, no el fin. La visión a largo plazo de CTA es establecer un programa permanente dentro del centro correccional — uno en el que los participantes cuiden caballos a diario, reciban formación vocacional continua en una amplia gama de disciplinas de la industria equina, y obtengan certificaciones que se traduzcan en oportunidades de empleo significativas al recuperar su libertad. El modelo refleja el del programa Second Chances de la TRF, que ha operado exitosamente en ocho estados del continente estadounidense.
CTA se encuentra actualmente en conversaciones activas con el Departamento de Corrección y Rehabilitación de Puerto Rico sobre la continuación y expansión de Paso a Paso. La organización también busca activamente alianzas, subvenciones y apoyo de donantes para financiar la próxima fase del programa.
